An offbeat but fun choice, the Pretty Little Liars star went as the Twitter Bird for Halloween in 2014 and between the showcase of her legs and mid-riff and the quirky decorations, it’s a nice standout. Rocking this costume nicely, it’s no lie to say how hot Hale is.
5. Miley Cyrus as Lil Kim

The former child star turned wild child truly channeled one of her inspirations with this outfit based on Kim’s infamous MTV VMA appearance years back. Rocking the one piece with her left breast open yet covered and a wig, it’s ironic that this is actually more sedate than most of what Cyrus wears today.
