The Armenia international will become new United boss Jose Mourinho’s third signing, following the £30m capture of Villarreal defender Eric Bailly and the free transfer of Zlatan Ibrahimovic.
Dortmund had previously insisted Mkhitaryan was not for sale, but after rejecting United’s opening offer of £19m, they have accepted the improved bid for a player with only one year left on his contract.
Dortmund have lost Mats Hummels to Bayern Munich and Ilkay Gundogan to Manchester City. Star striker Pierre-Emerick Aubameyang is in demand from Europe’s top clubs. Mkhitaryan moves to United in time to take part in pre-season with training set to begin on July 6.
