2. Ferdinand Marcos, Philippines (1917-1989) Ferdinand Emmanuel Edralin Marcos, Sr. was a Filipino politician who served as President of the Philippines from 1965 to 1986. He ruled under martial law from 1972 until 1981. He is most known to have been illegally depositing between US$5 billion and $10 billion in the US and Switzerland for him and his wife.

3. Mobuto Sese Seko, Democratic Republic of Congo (1930 – 1997)

Mobutu Sese Seko Kuku Ngbendu Wa Za Banga was the military dictator and President of the Democratic Republic of the Congo from 1965 to 1997. He also served as Chairperson of the Organisation of African Unity from 1967–1968.

He managed to acquire US$5 billion through corruption, making him the most corrupt leader in Africa.

4. Sani Abacha, Nigeria (1943 – 1998)

Sani Abacha was a Nigerian Army general and politician who served as the de facto President of Nigeria from 1993 to 1998. Abacha’s regime is controversial: although it saw dramatic economic growth, there was widespread human-rights abuse.

According to Swiss authorities, his family was a criminal organization that managed to acquire between US$3 billion and $5 billion.

5. Slobodan Milosevic, Yugoslavia (1941 – 2006)

Slobodan Milošević was a Serbian and Yugoslav politician who was the President of Serbia from 1989 to 1997 and President of the Federal Republic of Yugoslavia from 1997 to 2000. Among his supporters, Milošević was known by the nickname of “Sloba”. He was arrested in 2001 for crimes against humanity and accused of illegally using US$ 2.1 billion.

Jean-Claude Duvalier, nicknamed “Bébé Doc” or “Baby Doc”, was the President of Haiti from 1971 until his overthrow by a popular uprising in 1986

He is presently awaiting trial in Haiti, he is said to have elicited funds to the value of somewhere between US$300 million and $600 million.

7. Alberto Fujimori, Peru (born 1938)

Alberto Fujimori is a former Peruvian politician. He was President of Peru from 28 July 1990 to 22 November 2000.

Initially fleeing in exile to Japan, he was later arrested in Chile and deported back to Peru where he is currently serving time for his crimes, among which was the illegal gain of some US$600 million.

8. Pavlo Lazarenko, Ukraine (born 1953) Pavlo Ivanovych Lazarenko is a former Ukrainian politician and former Prime Minister who in August 2006 was convicted and sentenced to prison in the United States for money laundering, wire fraud and extortion.

He was arrested in the US in 2000 for fraud and extortion to the value of US$200 million whilst in office.

9. Arnoldo Aleman, Nicaragua (born 1946)

José Arnoldo Alemán Lacayo was the 81st President of Nicaragua from 10 January 1997 to 10 January 2002.

He is is currently serving 20 years imprisonment for illegally acquiring US$100 million whilst in office.

10. Joseph Estrada, Philippines (born 1937)

Joseph “Erap” Ejercito Estrada is a Filipino politician who was the 13th President of the Philippines from 1998 to 2001. He has been Mayor of the City of Manila, the country’s capital, since 2013.

Although accused of looting between US$78 million and $80 million, he was given an unconditional pardon in 2007 by President Arroyo and so ran again, unsuccessfully, in the 2010 elections.
